Picture editor?

Does anyone know a really good picture editor that can make like the punk emo type of pictures

1. http://www.gimp.org/ - Free; awesome Photoshop CS2 is also awesome, but not free
2. photoshop cs3 fo sho, i would have also recommended fireworks, but since adobe bought out macromedia, it doesn't exist anymore.
3. i agree with Gimp. you can also get GimpShop to make it even more similar to Photoshop.
