PHoto Editor?

Hello. Does anyone know where I can get a photo editor for free....not trial versions. I want to take my photos and blend them into backgrounds. Thanks in advance. Maybe what I'm asking about isn't called photo editor, but I want to change backgrounds to make banners, etc...NOT A BANNER MAKER though. Thanks
